This Ministerial Decree establishes the modalities of allotment of plots of forest on lease without tender, including plots of reserve forests, for exploration for the period up to one year. It shall be applicable exclusively to plots of public forest that have passed cadastre registration. Allotment of the plots of forests shall be carried out by: (a) regional state executive bodies for the plots of forest pertaining to regional ownership; (b) local self-government for the plots of forest pertaining to municipal ownership; and (c) Federal Forest Agency for the plots of forest pertaining to the sphere of competence of the Agency. Transfer of the plots of land shall be carried out in accordance with contracts.
