The Ministry establishes that state biosphere reserve of federal significance “Darwinskiy” shall have the status of state environmental protection, scientific research and educational institution with the scope of conservation and study of unique natural processes, wild animal and wild plant genetic resources, some animal and plant populations, and ecosystems of the Rybinsk water reservoir. Reserve shall have the following purposes: (a) protection and preservation of natural ecosystems with a view of conservation of biological diversity; (b) research; (c) ecological monitoring; (d) ecological education; and (e) training of scientific personnel. The following activities shall be prohibited on the territory of reserve: (a) all types of hunting; (b) transit passage of cattle; (c) any activity modifying the existing hydrological regime; (d) construction; (e) application of chemicals and fertilizers; (f) timber extraction, logging and procurement of non-timber forest products; and (g) introduction and acclimatization of living organisms.
