This Regional Law establishes the following basic principles of potable water supply: (a) priority of potable water supply to natural persons; (b) registration and payment of potable water supply; (c) state support of potable water supply system in the form of supply of machinery and materials for potable water supply, and also of chemicals for water purification and water treatment. Sources of potable water supply must be biologically and epidemiologically safe, free of chemicals and radiation and have beneficial organoleptic qualities. In case of non-compliance of potable water with quality indices it shall be subject to additional treatment in order to bring in to conformity with the established norms and standards. Centralized potable water supply systems shall be essential for uninterrupted and continuous potable water supply to consumers.
