This Law regulated social relations originating in the process of projecting, construction operation, conservation and liquidation of main pipe line and is aimed at ensuring efficient, reliable and safe operation thereof. Basic principles of operation in the sphere of main pipe line shall be: (a) priority of safety of human beings and the state, and environmental security in the process of transportation of natural gas to the consumers; (b) non-discriminatory access to mail pipe line; (c) obligation of full compensation for environmental damages; and (d) priority of energy security of the Republic of Kazakhstan.
