This Act aim to improve disaster prevention and relief system, strengthen disaster prevention and rescue functions, ensure the safety of people's lives and property. The Text consists of 52 Articles divided into 8 Chapters: General Provisions (I); Disaster Prevention and Relief Organization (II); Disaster Prevention and Relief Planning (III); Disaster Prevention (IV); Disaster Response Measures (V); Post Disaster Reconstruction (VI); Legal Liabilities (VII); Supplementary Provisions (VIII). Article 3, 4 provide for the disaster prevention and relief competent authorities. Disaster Relief Committee of Executive Yuan shall develop the basic disaster prevention and relief plan. The Act further concerns the measures to be taken for disaster prevention and relief and rules for post disaster reconstruction, offences and penalties, etc.
