The purpose of these Measures is to strengthen the manegement and protection of the submarine cables and pipelines. The Text consists of 29 Articles. The State Oceanic Administration and its branches, as well as the oceanic administrative authorities of coastal provinces, autonomous regions and municipalities directly under the Central Government are competent authorities for the implementation of these Measures. The Measures provide for the requirements for the application, exminiation, approval and filling of activities relevent to the submarine cables and pipelines. The following submarine cables and pipelines shall be subject to the examination and approval of the State Oceanic Administration: 1. Foreign submarine cables and pipelines passing the sea areas and continental shelves under the jurisdiction of China; 2. International submarine cables and pipelines to be laid from China to any other country or region; and 3. The domestic long submarine pipelines (200 km or longer), and submarine sewage pipelines with a drainage volume of at least 200, 000 tons/day. In addition, the Meaasures provide for the supervision and inspection, offeces and penalties, etc.
