This Law establishes the fundamental legal framework governing the production, transmission, distribution and use of electricity in Angola. Its principal objective is to ensure that the electricity sector contributes to national economic development and public welfare through a reliable, efficient and sustainable supply of electricity. The law sets out the general principles that apply to all sector participants, promotes universal electrification, including rural areas, encourages private initiative and competition, and requires that electricity activities be carried out with due regard to environmental protection, energy efficiency, consumer interests and the security of people, property and infrastructure. The law further aims to organise and regulate the operation of the Public Electricity System by establishing rules on concessions, licensing, regulation, tariffs, consumer rights and obligations, and the roles of public authorities and regulatory bodies. It creates a framework for public and private participation in electricity services, provides mechanisms for investment and infrastructure development, and establishes procedures for tariff setting, dispute resolution and the supervision of sector activities. The Law is divided as follows: General provisions (I); Public Electric System (II); Concessions (III); Licensing (IV); Tariffs and sale conditions (V); Final provisions (VI).
