These Measures are formulated in accordance with the provisions of the United Nations Framework Convention on Climate Change and Kyoto Protocol ratified and approved by China respectively, and the relevant decisions adopted by the conference of the parties, for the purpose of promoting the effective carrying out of Clean Development Mechanism (CDM) projects by the Chinese Government, protecting China's rights and interests, and ensuring the proper operation of CDM projects. The Text consists of 26 articles. CDM project cooperation to be implemented in China shall be approved by the relevant departments of the State Council (art.3). The priority areas for CDM projects in China are energy efficiency improvement, development and utilization of new and renewable energy, and recovery and utilization of coal bed methane (art.4). The Measures provide for the conditions, procedures and requirements to be satisfied for CDM project application, review and approval, and implementation, monitoring and verification.
