This Construction Plan for Grain Purchase, Storage and Supply Security (2015 - 2020) is a national policy document. The main objectives are: To enhance the capacity of grain purchase, storage and supply security, maintain the basic balance of supply and demand and the stable prices, promote the increase of grain production and farmers' income, and the modernization of grain circulation to ensure national food security. This Plan seeks to help eliminate food insecurity. One of the main goals of the Plan is to achieve significant results in post-harvest grain saving and loss reduction and more scientific and reasonable food consumption, thus forming a long-term mechanism for the whole society to reduce the grain waste. The Actions include to significant improvement in grain storage and storage capacity, and in food logistics efficiency to reduce the transport time from the producing areas to the sales area and greatly reduce losses. Concerning enabling more inclusive and efficient agricultural and food systems, one of the main targets of the Plan is the comprehensive improvement of grain and oil quality and safety, through improvement in the whole industry chain traceability system for quality and safety control from farm to table, inspection and monitoring technical level, etc; In terms of increasing the resilience to disasters, the Plan sets its goals on the completion of a comprehensive monitoring and early warning system of grain and oil, and significant improvement in emergency grain supply support capability.
