This National Animal Epidemic Prevention System Construction Plan（2004-2008）is a national key special plan. It is compiled according to the decision of the State Council, aiming at the improvement on weaknesses of the animal epidemic prevention system and adapting to the requirements of the new stage of aquaculture development. The Plan recognize that strengthening the construction of animal epidemic prevention system is the need to increase farmers' income and to flourish the rural economy. The Plan considers that the construction of an animal epidemic prevention system to effectively control Class A animal epidemics and veterinary drug residues is the key to improving the overall quality and international competitiveness of animal products in China. It covers the construction of infrastructure, such as monitoring and early warning, prevention and control, and quarantine supervision for terrestrial animals and aquatic animals, aiming at improving the overall level of animal disease prevention and control in China. It further promotes the development of the veterinary drug quality supervision and veterinary drug residue monitoring system, animal epidemic prevention technology support system, animal epidemic prevention logistic support protection system. The total investment of the plan is 8 billion 835 million yuan. By 2008, through the construction of the four level epidemic prevention infrastructure projects in the central, provincial, county and township levels, the animal epidemic prevention system that is suitable for the new veterinary management system and epidemic prevention team will be built. At that time, China should reduce the direct economic losses by 17 billion yuan each year, reduce the indirect loss by 45 billion yuan, and increase the per capita income of farmers by 50 yuan. Efforts should be made to achieve full control and regional eradication of major animal diseases including avian influenza and foot-and-mouth disease by 2015.
