The purpose of his Act is to maintain public health and a quiet environment and to enhance the living quality of the public. The Act consists of 37 Articles divided into 4 Chapters: General Provisions (I); Control (II); Penal Provisions (III); Supplementary Provisions (IV). Special municipality, county and city competent authorities may delineate and officially announce each class of noise control zone based on noise conditions, and shall perform evaluations regularly and delineate and officially announce new noise control zone classes. Sounds emitted by the premises, construction projects or facilities as prescribed in Article 9 within noise control zones may not exceed noise control standards. Domestically manufactured and sold motor vehicles shall obtain vehicle model noise inspection compliance certificates issued by the central competent authority before they may apply for license plates. Environmental analysis and testing organizations shall obtain permits issued by the central competent authority.
