National Forestry Strategy (2014-2023).

The forests of Montenegro with their quality, functions and products are recognizable symbol of an ecological state. The forest is bred multifunctionally according to the most modern standards, why they are natural, healthy, vital and resistant to negative effects and perform their ecological and other functions. Forestry, wood and non-wood products are an integral part of rural economy and rural development. In addition to agriculture and rural tourism, they are one of the main opportunities for socio-economic improvement of rural areas. Therefore, in the period 2014-2020, part EU funds-IPA for rural development and other purposes shall be also directed towards the development of the forestry sector. Especially IPARD funds will be used for development breakthroughs in the following areas: afforestation, filling and care of young and degraded stands; fire protection; rural infrastructure, including rural and forest roads; diversification of the rural economy related to forests; investments in small enterprises of forestry, wood industry and tourism in rural areas. In addition, forestry is actively involved in the implementation of EU Natura protected areas 2000. Potential of services and products, including timber, non-finished products, recreation and tourism and ecosystem services have been valorized to support investment in forestry transporters and forest care, which increased the share of forestry and wood industry. Forests are one of the basis for rural development and for increasing employment in rural areas. A high degree of finalization of wood products has been achieved through development and linking companies in the value chain. Montenegro is an exporter of quality wood product. The rest of the wood mass is effectively used as the main renewable energy source for heating and cogeneration. Through the implementation of legislation, improving business processes and strengthening the education and structures of state forestry institutions, forestry and wood industry are respected publicly and have clear political support in their development. The state is trained to fight against forest fires. The strategy has two general objectives relating to forests as an ecosystem and as natural resource and on economic sector of forestry and wood industry. Those objectives are: improvement of forests and sustainability of management by increasing forest stock in forests available for use from 104 to 115 million m3 of gross wood mass; and increase the general income deriving from forestry sector, timber industry and other dependent activities performed on the territory of Montenegro.
