These Regulations, consisting of 17 Articles, are enacted in accordance with the Government Procurement Act. An entity may provide in the procurement tender documentation that preference shall be given to a environmental protection product. Environmental protection product include 3 Categories: 1. products permitted to use a label of environment protection approved by the government; 2. products or their raw material are manufactured, used, and disposed of in such manner that conform to recycled materials, returnable products, low pollution, or energy-saving requirements; 3. other products which either increase social benefits or reduce social costs. The certification of the second and the third categories of products shall be reviewed by the competent authorities. The said preference may include a price preference of not exceeding ten percent.
