These Rules lay down the duty of the State Governments to provide food grains under the Targeted Public Distribution System (PDS) developed by the Central Government in June 1997 as a system of management of scarcity and for distribution of food grains at affordable prices. The Rules provide the pricing for sale of food grains in the different States of India categorising the States into “General” and “Special” categories wherein the States in the special category would have even lower prices for sale. The Rules also contain the proforma to be filled out by the State Governments detailing out the quantity and pricing of the food grains on sale at the subsidised price in each State.
