These Administrative Measures, consisting of 17 Articles, are formulated in accordance with the Animal Protection Act. According to the Act, vendors with permits from local competent authorities and legitimate business licenses may operate commercial breeding, trading and lodging of specific breeds of pets. These Administrative Measures provide for the breed names of specific pets, qualifications for pet breeding, trading, and lodging vendors, their facilities and full-time staffs, application procedure for the permit and its duration, criteria for permit renewal, revocation or suspension, pet breeding, etc.
