The National Social Protection Policy Framework 2024–2035 updates and the 2016–2025 Framework and establishes Cambodia’s long-term direction for a stronger, inclusive, adaptive and financially sustainable social protection system. It shifts from a pillar-based model to a life-cycle risk approach covering maternity and childhood, health, occupational risks, disability, unemployment, homelessness, and old age and survivors. The Framework emphasizes principles such as equity, adequacy, efficiency, adaptiveness, sustainability, good governance and gender responsiveness. It situates social protection within Cambodia’s broader macroeconomic and demographic context and the Government's objective of advancing human capital while pursuing upper-middle- and high-income status by 2030 and 2050 respectively. It strengthens existing assistance and contributory schemes and provides for gradual expansion according to fiscal capacity. Measures include cash transfers for pregnant women and young children, expanded school feeding and poor-student scholarships, universal health coverage, improved occupational injury benefits, disability support and rehabilitation, vocational training, cash-for-work, possible student housing assistance and affordable housing, and pension reform and feasibility studies for self-employed and multi-tier pensions. The Framework also develops shock-responsive protection for climate, disaster, economic and health crises; beneficiary identification, registries, digital systems, grievance mechanisms, communication and partner coordination. Governance separates policy direction by the National Social Protection Council, regulatory supervision and implementation by designated funds, payment agencies and subnational administrations, supported by monitoring and evaluation.
