These Measures are formulated in accordance with the Air Pollution Control Act, the Noise Control Act, Waste Disposal Act, the Soil and Groundwater Pollution Remediation Act, the Indoor Air Quality Act, the Air Pollution Control Act, the Water Pollution Control Act, and the Toxic Chemical Substances Control Act. The Measures provide for the required conditions and facilities of analysis and testing organizations that carry out environmental analysis and testing. They provide with respect to, among other things: the qualifications of analysis personnel; the application, review, issuance, replacement, revocation, cancellation, suspension of business, resumption of business, checking and evaluation procedures for permits; etc.
