This Regional Decree establishes that state nature reserve of regional significance "Kolpnyansky" shall be classified as biological protected area constituted for an indefinite time period. Nature reserve shall be located in the Orel region. It shall perform the following tasks: (a) conservation, reproduction and restoration of game, natural habitats thereof, of rare and endangered wild fauna species; (b) ensuring sustainable state of natural habitats and places of migratory concentrations of protected animal species; (c) organization and conduct of ornithological research; and (d) environmental education of the population. The main wild fauna species for re-acclimatization is European brown hare (Lepus europaeus). Constitution of state nature reserve "Kolpnyansky" shall not entail expropriation of land from landowners, land tenants and leaseholders. The following activities shall be prohibited on the territory of nature reserve: (a) commercial, sport and artisanal hunting; (b) clear cutting for timber extraction purpose; (c) procurement of soft resin; (d) blasting operations; (e) procurement of edible non-timber forest products and medicinal plants (except for collection thereof by citizens for individual personal needs); (f) procurement of zoological, botanical and mineralogical collections and paleontological specimen; (g) burning of vegetation; (h) agricultural burning; (i) storage of chemical and other hazardous substances harmful to wild fauna species; (j) movement and parking of motor vehicles outside public roads (with the exception of the transport means of the administrative bodies of nature reserve as well as special equipment for agricultural work and forestry activities, reproduction, protection and guardianship of natural resources); and (k) destruction or damage of posts, or other information signs (barriers).
