This Regional Decree establishes that state nature landscape reserve of regional significance “Primorsky” is constituted with a view of conservation and restoration of particularly valuable or typical natural landscapes, maintaining biological diversity, organization of protection, reproduction and regulation of the number of wild fauna species, ensuring the right of the local population to a favorable environment and traditional types of fishing, restoration and maintaining climate control properties of the protective forest belt of tundra forests, protection of geological and paleontological heritage of the Winter Coast of the White Sea, and keeping general ecological balance of the protected area. On the territory of reserve flow the rivers that are the spawning grounds of Atlantic salmon, the rivers Kuya, Big Torozhma, Zimnyaya Zolotitsa with stream tributaries Letnyaya, Tova. Owners and tenants of land plots located within the boundaries of the reserve are obliged to observe the special protection regime established in the nature reserve. The following activities shall be prohibited: (a) felling of forest species (except for felling for forest fire extinguishment, sanitary felling and selective felling up to 25 percent of stand in 30 years); (b) land reclamation and swamp drying; (c) application of chemicals, mineral fertilizers, plant protection and nutrients; (d) entry, exit and parking of motor vehicles, except for service vehicles; (e) navigation on small-size vessels on the rivers that are spawning grounds for salmon in the period from June 1 to June 30 and from August 10 to November 1 except for service vessels and motorless small boats of local residents; (f) release of alien species; (g) use of GMO; (h) burning of vegetation; (i) ploughing up of the territory; (j) grazing of cattle; (k) collection and removal of fossil remains of ancient fauna, except for authorized cases; (l) waste disposal; (m) organization of tourist camps and making fires outside specially equipped areas; and (n) destruction or damaging warning signs and information boards.
