This Regional Decree establishes that state nature landscape reserve of regional significance “Kozhozersky” is constituted with a view of conservation and restoration of particularly valuable or typical natural landscapes and parts thereof. The proclamation of the territory reserve shall not entail expropriation of land plots from tenants and owners. All users, owners and owners of land plots are obliged to observe the regime established in the reserve and bear responsibility for its violation administrative, criminal and other liability established by the current legislation. Owners and tenants of land plots located within the boundaries of the reserve are obliged to observe the special protection regime established in the nature reserve. On the territory of nature reserve shall be prohibited any activity contrasting the scope of nature reserve or damaging natural complexes and components, including: (a) entry of all types of motor vehicles outside roads in the snowless period; (b) movement of caterpillar transport during the snowless period outside technological roads except for transport of environmental protection law enforcement bodies and life-saving bodies in the process of fulfilment of their duties; and (c) timber extraction and water logging (except for intermediate felling and selective sanitary felling). The following activities shall be authorized on the territory of state nature landscape reserve: (a) organized tourism; (b) deployment of economic and production facilities related to the activity of natural reserve; (c) charged artisanal and industrial fisheries in accordance with permits issued by the competent authority; and (d) traditional activities (haymaking, grazing of cattle, collection of mushrooms and berries).
