This Regional Decree establishes that state nature reserve of regional significance “Shultussky” shall be constituted with a view of conservation, reproduction and restoration the number of wild fauna species, natural habitats thereof and maintenance of the overall ecological balance. The proclamation of the territory reserve shall not entail expropriation of land plots from tenants and owners. Owners and tenants of land plots located within the boundaries of the reserve are obliged to observe the special protection regime established in the nature reserve. On the whole territory of nature reserve shall be prohibited any activity contrasting the scope of nature reserve or damaging natural complexes and components, including: (a) entry, exit and parking of motor vehicles, except for service vehicles; (b) felling of forest species (except for felling for forest fire extinguishment, sanitary felling and felling related to removal dead, fallen and damaged forest stand); (c) hunting, except for the purpose of regulation of the number of game; (d) capture and hunting of wild fauna species that are not subject to hunting; (e) destruction and damaging mating and nesting grounds of wild fauna species, collection of eggs; (f) stay with unleashed dogs of all breeds; (g) construction of buildings, facilities, roads and pipelines, power lines and other communications, with the exception of facilities ensuring operation of the reserve; (h) application of toxic chemicals, mineral fertilizers, plant protection means and nutrients; (i) release of alien species; (j) waste disposal; (k) exploration of subsoil and mining; (l) organization of tourist camps and making fires outside specially equipped areas; (m) destruction or damaging warning signs and information boards; and (n) burning of vegetation.
