This Regional Decree establishes that the proclamation of the territory reserve shall not entail expropriation of land plots from tenants but restricts hunting management from 20 May to 2 October. Organizations, enterprises that carry out economic activities on the territory of the reserve are obliged to comply with the established regime and assist the reserve in fulfilling the tasks assigned thereto. The reserve shall be constituted with a view of performance of the following tasks: (a) protection of natural complexes from the impact of economic activity on the adjacent territory; (b) improvement of habitat conditions for rare animals and endangered species of flora and fauna; and (c) strengthening the control over compliance with established norms and rules of economic activity adjacent to the reserve. State natural reserve of regional significance “Brekhov Islands” shall perform the following functions: (a) systematic protection and reproduction arrangements with a view of conservation of natural complexes and some wild fauna species; (b) enforcement of protection regime; (c) forest fire preventive arrangements; and (d) accompaniment of planned excursion tourist groups to monitor compliance with the established protection regime. The following activities shall be prohibited on the territory of state natural reserve: (a) the presence of unauthorized persons who are not engaged in production activities or who do not have the appropriate permission to visit the territory, including the permission of the border service; (b) presence of vehicles that are not required for production process, or during recreation without proper authorization; (c) use of all kinds of pesticides; (d) stay with weapons, fishing gear, dogs; (e) collection of flowers, destruction of rare and endangered plant species; (f) the destruction of nests and clutches of eggs; (g) littering of the territory with garbage, domestic and industrial waste; (h) any activity harmful to wild fauna species and their habitats; and (i) flights of aircraft over the reserve at altitudes below 800 meters.
