The scope of constituting state nature biological reserve of regional significance “Motyginsky multi-island” shall be constituted with a view of protection of unique wetland complex, protection and reproduction of game subject to commercial hunting, conservation and reproduction of rare and endangered wild fauna species, including birds, valuable from economic, scientific and aesthetic point of view. The reserve shall perform the following functions: (a) conservation of the biodiversity of the unique island and floodplain-valley complex of the Angara river; (b) maintaining optimal conditions for reproduction and migration of wild fauna species, including species listed in the national and regional Red Books of protected and endangered species; and (c) monitoring of the natural environment, wildlife, performance of scientific research. The following activities shall be prohibited on the territory of state nature biological reserve: (a) hunting; (b) main use felling; (c) procurement of soft resin; (d) hydro amelioration, irrigation, exploration of subsoil and mining; (e) blasting operations; (f) water logging; (g) industrial harvesting of mushrooms, berries, medicinal plants, technical raw materials and non-timber forest products; (g) burning of vegetation; (h) storage and application of toxic chemicals, radioactive and other hazardous substances; (i) movement and parking of motor vehicles outside roads of common access (except for service vehicles); (j) navigation of small-size vessels from the moment of ice breaking until 20 June; (k) allotment of land plots for construction of buildings and structures of a permanent or temporary type outside the boundaries of municipalities, with the exception of buildings required for the implementation of protection and state control over the territory of the reserve; and (l) destruction or damaging of barriers, boards and other information displays and indication signs.
