Resource reserve “Kuoluma” shall be classified as national nature reserve – protected area. Resource reserve “Kuoluma” shall perform the following functions: (a) protection of typical and unique natural complexes, noteworthy natural formations; (b) maintaining the ecological balance of the ecosystems of the Lena-Aldan interfluve area, setting conditions for the reproduction of a number of wild fauna species, the preservation of the spawning grounds and the feeding of fish in the rivers Kuolum and Noha and the creation of favorable conditions for rest during the flight (on the migration route) of the Yakut Siberian Crane population and other migratory birds; (c) the preservation and development of the traditional economic sectors of the indigenous population; (d) organization of scientific and monitoring studies of natural components, communities and populations of rare endangered and economically important plant and animal species; and (e) improvement of territories of special ecological and aesthetic value, their use for educational, cognitive and scientific purposes. The following activities shall be prohibited on the territory of resource reserve: (a) hunting, fishing in excess of the established quotas, destruction and capture of wild animals and birds, destruction of burrows, nests and other hiding places and shelters, as well as all kinds of changing conditions of animal habitats; (b) hunting of all waterfowl and upland fowl species; (c) exploration, mining and all types of soil cover disturbance; (d) construction and placement of industrial facilities and roads; (e) navigation and use of motor boats during spawning period of fishes; (f) traffic and parking of motor vehicles outside public roads and waterways of common access, water logging, passage of livestock; (g) main use felling; (h) flight of aircraft lower than 500 m; (i) unauthorized stay of persons not related to traditional nature management and the functioning of the reserve; (j) presence of persons for the purpose of conducting unauthorized inspections, excavations, collections and export of objects of natural and cultural heritage; (k) stay with firearms, except for authorized staff; (l) keeping unleashed dogs; and (m) any activity damaging the state of natural complexes or contrasting the objectives of resource reserve. By agreement with the regional Ministry of Environmental protection can be authorized the following activities: (a) scientific research; (b) performance of required fire-fighting, sanitary and epidemiological arrangements; (c) rehabilitation activity in areas damaged by natural disasters or by unauthorized human activities, and also performance of the arrangements for the prevention of modification of natural complexes as a result of economic activities in adjacent areas; and (d) movement and parking of vehicles within roads and waterways servicing staff of resource reserve.
