This Decree, consisting of 12 articles, creates the State Programme for Renewable Energy - RS Renewable Energy. The Programme establishes actions encouraging the generation and consumption of electricity based on renewable sources, with the purpose of increasing energy security, promoting the economy of Rio Grande do Sul by diversifying the energy sources and contributing to the sustainable development of the State, prioritizing the regions with the lowest development indicators. The actions established in the RS Renewable Energy Programme have as main guidelines: joint action of public and private entities interested in developing the renewable energy State matrix, with a view to increasing security and energy diversification through a proactive participation in associated public policies; creation of mechanisms prioritizing the processes related to the generation of energy from renewable sources (including the following activities: environmental licensing; granting of water resources; connection to the power network; financing; and energy trade); strengthening the entire production chain related to the generation of electricity from renewable sources.
