This Decree, consisting of 9 articles, establishes the National Programme for the Conservation of Electric Energy (Procel) and the National Prize for the Conservation and Rational Use of Energy. Procel, in accordance with the guidelines of the National Energy Policy and Energy Efficiency Policy of the Ministry of Mines and Energy, aims to promote actions of electric energy efficiency related to: generation, transmission and supply of energy, as well as to the final user, intended to: increase the country's competitiveness; postponing investments in the electricity sector; reduce the emission of greenhouse gases and, consequently, reduce the associated environmental impacts.
