These Measures, consisting of 31 articles, aim to regulate water statistics work, improve statistical efficiency, strengthen statistical supervision, and ensure data quality. The basic tasks of water statistics are to carry out water conservancy survey activities in accordance with the law, conduct statistical analysis, provide statistical data and statistical advice, and implement statistical supervision. The statistical institutions of the water administrative departments at all levels shall uniformly organize the preparation of the overall statistical survey plan of the department, determine the water conservancy statistical survey items, and organize and coordinate the water conservancy statistical survey activities; other functional organizations shall not have the right to separately formulate water conservancy statistical survey items.
