Constitutional Amendment No. 31 amending the Transitional Constitutional Provisions Act by introducing articles that create the Poverty Alleviation and Eradication Fund.

The Federal Constitution is amended by adding five more articles. This Constitutional Amendment modifies some transitory norms of the Constitution, introducing therein the Fund of Fight Against Poverty, which aims to guarantee the universal access to basic level of subsistence, education and health. It also regulates its further implementation through the creation of a Committee that shall decide on the destination of resources.
