For the purpose of promoting the development of the urban landscaping undertaking, improving the ecological environment, beautifying the living environment, and enhancing people's physical and mental health, these Regulations are developed. These Regulations shall govern the planning, construction, protection and management of urban landscaping such as planting and conservation of trees, flowers, and plants in urban planned areas. The state shall encourage and strengthen the scientific research of urban landscaping, popularize advanced technologies, and improve the scientific, technical and artistic level of urban landscaping. The State Council shall establish a National Forestation Commission to uniformly organize and lead the urban and rural landscaping work in all localities. A municipal people's government shall organize a competent urban planning administrative department, a competent urban landscaping administrative department, and other departments to jointly develop an urban landscaping plan and incorporate it into its general urban planning.
