The National Action Plan for Waste Management is a national policy with a multi-sectoral approach. The timeframe of the policy is 8 years between 2016 and 2023. This Action Plan lays down sustainable waste management strategies throughout the country by ensuring the recycling and recovery of wastes to the economy in order to prevent rapid exploitation of natural resources, taking into account relevant international standards, national circumstances and priorities and the appropriate European Union regulatory framework. This policy sets out strategies to achieve a sound and sustainable waste management system in terms of different categories of waste such as municipal waste, excavated soil, construction and demolition waste, medical waste, hazardous waste, packaging waste, spent batteries, and accumulators, waste vegetable oils, waste electrical and electronic equipment, waste oils and end-of-life vehicles, etc. The target of this National Action Plan for Waste Management is the disposal of 35% of waste through recycling and 65% through regular storage by 2023 and in this regard, the policy addresses the collection of packaging waste separately at source, recycling of municipal waste with biological and thermal methods as well as with mechanical biological processes, and disposal of municipal waste with storage method. To this end, this Action Plan determines actions for waste collection separately at the source according to their types and the methods for recycling, reuse and disposal of waste. The priority areas of this policy are: (I) increasing and extending the separation efficiency at the source, (II) increasing the recycling rates of municipal and packaging waste, (III) determining the recycling and disposal methods for municipal and packaging waste management on a regional basis and revealing the capacities of relevant facilities, (IV) determination of facility needs related to medical waste management, (V) determining the needs of pre-treatment, recycling and disposal facilities for the management of hazardous wastes, and (VI) identifying investment needs and financing sources for waste management. The management of construction wastes and excavation soils will be strengthened throughout the country and necessary measures will be taken in the construction sector. The efficiency of collection and recycling in the management of domestic wastes will be increased. Investments will be increased to establish additional facilities for the recycling and disposal of hazardous wastes.
