These Regulations, which shall be read and construed as one with the Environmental Impact Assessment Regulations, amend regulation 20, by adding the possibility, in cases of events of force majeure, to hold public hearings alternatively by means of electronic or other means of communication and such hearing shall have the same effect at law as a hearing held physically.
