Federal scientific and technical program in the field of environmental development of the Russian Federation and climate change for 2021-2030 is a nationwide policy document coordinated by the Ministry of Natural Resources and Ecology of the Russian Federation. The scope of the Program is to increase the effectiveness of scientific and technical activities in the field of ecological development of the Russian Federation and climatic changes. Program objectives envisages creation of science-intensive technological solutions aimed at: (a) ensuring environmental security, improving the state of the environment; (b) study of climate, mechanisms of adaptation to climate change and their consequences; and (c) ensuring sustainable and balanced socio-economic development of the Russian Federation with a low level of greenhouse gas emissions by conducting research on emission sources and sinks of greenhouse gases and taking measures to reduce the negative impact of such gases on the environment. Directions for the implementation of the Program envisage: (a) monitoring and forecasting the state of the environment and climate; (b) mitigation of anthropogenic impact on the environment and climate; and (c) adaptation of ecological systems, population and economic sectors to climate change. Expected results of the Program implementation: (a) development of a system for monitoring greenhouse gas flows and the carbon cycle in the territory of the Russian Federation and adjacent marine areas (including ground and remote monitoring), as well as a system for recording data on greenhouse gas flows and carbon budget in natural ecological systems; (b) development of a system for monitoring "black carbon" in the atmospheric air on the territory of the Russian Federation was developed; (c) development of a system of climatic and environmental monitoring of key areas of the World Ocean, coastal territories and coastal waters of the Russian Federation; (d) development of systems for climate monitoring of the land hydrosphere, glaciers, permafrost, land cover and soils have been developed; (d) development of a world-class global model of the earth system for research purposes and scenario forecasting of climate change; (e) a multi-purpose system for modeling and predicting the regional climate with high spatial resolution for information and analytical support for managing environmental and climate risks in the territory of the Russian Federation and adjacent sea areas; (f) development of economic and mathematical models to assess the socio-economic and environmental-climatic effects of implemented and planned climate policy measures in relation to the national economy as a whole, as well as to evaluate decisions at the level of individual sectors of the economy and regions of the Russian Federation; (g) development and testing of internationally recognized methods for scientifically based determination of effective models for the application of low-carbon technologies in sectors of the economy, as well as technologies for absorbing greenhouse gases; (h) development of a modeling system to manage weather, climate and environmental risks for the social sphere and the economy; (i) development of a scientifically based system for evaluating the effectiveness of technologies for managing environmental risks, climate risks and opportunities, as well as adapting to climate change to ensure the sustainable development of coastal territories and coastal waters of the Russian Federation, the sustainable development of urban agglomerations; (j) development of methods, technologies and practical recommendations to increase the absorption capacity of forest and swamp ecological systems with the widespread introduction of managed nature management; and (k) development of technology partners of the Program and other organizations and use in practice science-intensive technologies, the effectiveness of which is confirmed by the results obtained under the Program.
