The AU-IBAR mandate which is the core purpose of this Plan is to support and coordinate the sustainable development and utilization of animal resources (consisting of livestock, fisheries, and wildlife subsectors) to enhance nutrition and food security and contribute to the wellbeing and prosperity of the people in the Member States of the AU. The Plan addresses AU-IBAR’s priority themes of (i) animal health, (ii) animal production, (iii) trade and marketing through a programmatic approach involving the following five strategic objectives that cut across the three thematic areas (1) support capacity development for improved human resources and institutional efficiency and effectiveness in the delivery of services; (2) facilitate the formulation and harmonization of evidence-based and coherent policies for increased public investment and private sector productivity and competitiveness to transform the animal resources sector; (3) enhance coordination, partnership and the African Voice at national, regional, and continental levels; (4) support active private sector engagement for increased investment from public and private sources for the transformation of the animal resources sector to enhance its contribution to socio-economic development and equitable growth; and (5) improve generation, dissemination and utilization of knowledge for sustainable animal resources development. The protection of the environment is a part of the Plan that calls for (i) the reinforcement of AU-IBAR with capacities for rapid response to emergencies resulting from natural or human-sourced disasters that impact animal resources; (ii) restoring or enforcing inter-regional and intra-regional strategic and legal measures that facilitate response to emergencies; (iii) protecting ecosystems. To enhance a more inclusive economic and social growth, the actions need to be directed towards (i) revitalization and strengthening of animal resource institutions (public, private sector, and other stakeholders’ organizations); (ii) addressing the gaps in capacities and resources through projects and programs targeting the empowerment of women and youth and enabling the concerned legal and regulatory frameworks; (iii) increasing public investment and enhancing private sector productivity and competitiveness; (iv) improving policies on inclusive participation and partnerships in AR development; (v) increasing investment in animal resource management and utilization for improved livelihoods; (vi) strengthening or initiating cross-border marketing and trade policies, regulations and safeguards.
