The Directive (EU) 2016/2284 of the European Parliament and of the Council on the reduction of national emissions of certain atmospheric pollutants (NEC Directive – National Emission Ceilings) has been implemented in Italy by the legislative decree of 30 May 2018 n. 81. This program contains the minimum elements required by the legislation. This program, in addition to contributing to the adequate implementation of the air quality plans, constitutes a fundamental governance tool for the programming of national policies and measures, in line with plans and programs defined in other relevant intervention sectors, such as climate, energy, agriculture, industry and transport. The NEC directive sets national emission reduction targets for certain pollutants to be reached by 2020 and 2030. These objectives are identified as percentages of emission reduction of individual pollutants compared to the values recorded in 2005 and aim to ensure a reduced air pollution on the territory of the European Union. While the scenario for 2020 envisages compliance with all the reduction targets set by the directive additional reduction measures are needed to ensure compliance with the targets set for 2030 for all pollutants, with the exception of sulfur dioxide. The legislation on air quality aims at a progressive reduction of the concentrations of atmospheric pollutants, to protect the environment and the health of citizens. This aim is pursued by setting concentration limit values for a series of pollutants, which must be respected by specific dates; respect must be ensured through the planning and adoption of remediation measures and interventions. In order to reduce the concentrations of pollutants below, the standards established for them by the legislation, the measures adopted mainly concern the following sectors: - the production of electricity and industrial activities; - the management of mobility and the control of road transport emissions, particularly in the urban area; - domestic combustion of wood; - ammonia emissions deriving from the fertilization of agricultural land and from farms. There are numerous local and national initiatives underway and this program, aimed at reducing the primary emissions of polluting, is part of the national actions that will be able to make a contribution to a generalized improvement of the situation throughout the country. In view of the close link between the air pollution and climate change sectors and in order to promote synergies between the two areas, the preparation of the energy and climate plan and the emissions reduction program are carried in parallel so as to ensure, as far as possible, consistency between the two. The legislative decree 30 May 2018, n. 81 assigns the tasks for the development and adoption of national air pollution control programs. Based on these indications the national program is prepared by the Ministry of the Environment with the support of ISPRA and ENEA.
