REDD+ Strategy Action Plan 2016-2030.

This Action Plan is a complement to the National REDD+ Strategy in Mozambique. It was prepared with the support of experts from various sectors and actors from the State, Civil Society and the Private Sector, who facilitated the alignment of the Plan of Action with sectoral policies and programmes. The Plan aims to provide REDD+ strategy implementers with a working tool from which they can start designing programmes and projects to implement actions identified in the national REDD+ strategy. Given the complexity and interconnection of the actions identified in the strategy, this Plan seeks to group those actions that must take place in a coordinated manner by the same actors in the same places. The first part of the plan presents the timetable and prioritization (Roadmap) for the implementation of REDD+. The implementation period is divided into three phases of 5 years each. The second part of the plan presents a description of each strategic action, the indicators and the targets to be achieved. It also presents an estimate of the costs and potential implementers as well as the geographic regions with the greatest potential. The Roadmap for implementing REDD+ actions is divided into six Strategic Objectives. S.O. 1: Transversal Actions: establish an institutional and legal platform for inter-institutional coordination that ensures the reduction of deforestation; S.O. 2: Agriculture: promoting sustainable alternative practices to shifting agriculture, which ensure increased productivity of subsistence and cash crops; S.O. 3: Energy: increase access to alternative sources to biomass in urban areas and increase the efficiency of production and use of energy from biomass; S.O. 4: Conservation Areas: strengthen the system of conservation areas and find safe ways to generate income; S.O. 5: Sustainable Forest Management: promote the system of forest concessions, community management and strengthen forest governance; S.O. 6: Rehabilitation of Degraded Forests and Reforestation (establish a favorable environment for increasing planted area, forestry business, natural forests and planting trees for various purposes including the production of biomass for energy).
