Multi-Year Plan 2016–2019 - Development, Productivity and Social Inclusion.

The Pluriannual Plan (PPA 2016-2019) is part of a national development project that has been consolidating for over a decade and that reconciles economic growth with income distribution and social inclusion. This plan brings innovations that continue the permanent process of methodological improvement of planning in the federal government. The strategy of directing the State's action towards the promotion of an inclusive development model was decisive for the improvement in income distribution, either by expanding the fight against poverty as a commitment of the whole of society, or by maintaining the levels of employment and income of the work in the midst of a context of international economic crisis. Social inclusion has provided a better living condition for the population, based on access to income and opportunities, and the level of development that Brazil has been reaching in recent years has also resulted in a new vision of society in relation to its possibilities and expectations. The double challenge of preserving achievements and deepening advances is not just an option for the federal government, but above all a choice for society itself, reflected even in the discussion spaces of the 2016-2019 PPA itself, which had broad social participation in its different elaboration stages. In order to overcome the challenges of each strategic axis, a set of guidelines is proposed that guide the main agendas for the next four years, in which the PPA 2016-2019 proposes to sustain the process of inclusive development in Brazil through the growth economy and the distribution of productivity gains in society. These guidelines are: Combating poverty and reducing inequalities, promoting equitable access to public services and expanding economic opportunities in urban and rural areas; Promotion of quality and access to education with equity, articulating the different levels, modalities and systems; Promotion of employment and decent work, with the guarantee of labour rights, professional qualification and the strengthening of the public employment system; Guarantee universal access to basic and specialized health care services, and strengthening the unified health system - SUS; Guarantee access for the population to the social security system; Guarantee the right to adequate and healthy food, promoting sovereignty and food and nutritional security; Strengthening fundamental rights, promoting social participation, access to justice, people with disabilities, respect for the LGBT population and the fight against all forms of violence; Promotion of gender and ethnic-racial equality and overcoming racism, respecting the diversity of human relationships; Promotion of sustainable rural development, aimed at expanding agricultural production and productivity, with the generation of employment, income, foreign exchange and access for the rural population to public goods and services.
