This Complementary Law creates the Rio Grande do Norte State Public-Private Partnership Programme (PPP/RN) and establishes rules for bidding for and contracting Public-Private Partnerships (PPPs) within the State of Rio Grande do Norte. The Programme aims at fostering, strengthening, regulating and supervising interaction between the State Public Administration and the private sector through the signing of partnerships for the management of strategic actions, and related federal legislation. The PPP/RN Programme will be developed by means of appropriate planning and priorities regarding the implementation, improvement, observing the following guidelines: efficiency in fulfilling the Programme's purposes and in the use of public resources; respect for the interests and rights of the recipients of the services and the private entities; universal access to essential goods and services; mandatory political, normative, regulatory, and other activities exclusive to the State; fiscal responsibility; transparency; socio-economic sustainability of partnership projects; social and environmental responsibility in project design and contract execution; stimulation of competitiveness in the provision of services and remuneration of the contractor linked to their performance.
