Act on expropriation permits for certain projects affecting the use of the environment (No. 768 of 2004).

The purpose of this Act is to prevent the environmental disturbances caused by the construction of certain power lines and transmission pipes for the transport of gas, oil, and chemicals. The Act applies to: 1) Overhead power lines with a voltage of at least 220 kilovolts and a length of more than 15 kilometers; 2) transmission pipes for the transport of gas, oil, or chemicals with a length of more than 40 kilometers and a diameter of more than DN 800 millimeters; and 3) overhead power lines or transmission pipes other than those specified in points 1 or 2, if the Act on procedures of environmental impact assessment (252/2017) applies to the project. A project may not be carried out without an expropriation permit according to the Act on the Expropriation of Immovable Property and Special Rights (603/1977). As a general rule, power lines and transmission pipes must be constructed in a technically and economically feasible manner so that the disturbances to the environment and the use of the areas are minimized. The construction must not cause any greater damage or disturbance than is necessary. Special rules are established for areas covering the Sami homeland or the Skolt area.
