Fisheries Sector Development Strategy 2024-2029 with an Action Plan for the Transposition, Implementation and Enforcement of the EU Acquis.

The Strategy is a comprehensive document that sets the legal, economic, ecological, and social framework for the sustainable development of fisheries and aquaculture in Montenegro over the next five years. It emphasizes EU policy alignment and strengthening the sector’s competitiveness. It builds upon the previous 2015–2020 strategy and integrates EU Common Fisheries Policy (CFP) principles, regional fisheries management obligations, and national development goals. The strategy emphasizes the importance of sustainable resource use, modernization of the fleet, and the development of aquaculture and processing capacities. To achieve these goals, the strategy defines three overarching strategic objectives: legal and institutional alignment with EU and international standards, effective control and administration, and sustainable development of fisheries and aquaculture. These are supported by operational objectives such as adopting new legislation, improving data collection systems, enhancing inspection and monitoring capacities, and increasing competitiveness through investment in infrastructure and production. The strategy also includes a detailed action plan with timelines, responsible institutions, and estimated costs, totaling over €26 million, sourced from national budgets, IPA funds, and international aid. At the sectoral level, the strategy addresses key challenges such as outdated fleet equipment, limited aquaculture capacity, and insufficient processing infrastructure. Specific measures include the re-measurement of the fishing fleet, implementation of electronic monitoring systems (VMS and ERS), establishment of hatcheries, promotion of organic aquaculture, and development of landing sites and fish markets. The strategy also highlights the importance of gender equality, environmental protection, and integration with tourism and rural development. By 2029, Montenegro aims to have a competitive, resilient, and EU-compliant fisheries sector that contributes to food security, economic growth, and environmental sustainability.
