The scope of the Program: increasing the efficiency of the use, protection, guardianship and reproduction of forests, ensuring the stable satisfaction of public needs in resources and useful properties of the forest with guaranteed preservation of the resource-ecological potential and global functions of forests. Tasks of the Program: (a) reduction of forest losses from fires, harmful organisms and illegal logging; (b) creation of conditions for rational and intensive use of forests while preserving their ecological functions and biological diversity, as well as increasing the efficiency of control over the use and reproduction of forests; (c) ensuring balance of loss and restoration of forests, increasing productivity and quality of forests; and (d) increasing the efficiency of forest management. Target indicators and indicators of the Program: (a) the share of the area of forests that have been removed from the forest reserve lands due to the impact of fires, harmful organisms, logging and other factors, in the total area covered by forest vegetation lands; (b) the territory of the Russian Federation covered by forests; (c) the share of the area of valuable forest plantations in the composition of forest-covered land of the forest fund; (d) volume of payments to the budget system of the Russian Federation from the use of forests located on forest fund lands, calculated on 1 ha of forest fund lands; and (d) the ratio of the actual volume of timber extraction to the established permissible volume of timber extraction. Expected results of the implementation of the Program: I stage – (a) reduction of the share of the area of forests that were left out of the forest land covered by forest vegetation, due to the impact of fires, harmful organisms, logging and other factors by 27 percent (achieving the level of 0.153 percent of the total area covered by forest vegetation forest fund); (b) forest preservation of the territory of the Russian Federation at the level of 46.6 percent; (c) preserving the area of valuable forest plantations at the level of 70.54 percent of the total area covered by forest vegetation of the forest fund lands; (d) increase in the volume of payments to the budget system of the Russian Federation from the use of forests located on forest fund lands, by 7.4 percent (achieving the level of 20.3 rubles per 1 ha of forest fund lands); (e) achievement of the ratio of the actual volume of harvesting to the established permissible volume of timber extraction at the level of 33 percent. II stage – (a) reduction of the share of the area of forests that have fallen out of the composition of the lands covered by forest vegetation, due to the impact of fires, harmful organisms, logging and other factors by 30 percent (achieving the level of 0.146 percent of the total area covered by forest vegetation of the lands of the forest fund); (b) forest preservation of the territory of the Russian Federation at the level of 46.6 percent; (c) preserving the share of the area of valuable forest plantations at the level of 70.54 percent of the total area covered by forest vegetation of the forest fund; (d) increase in the volume of payments to the budget system of the Russian Federation from the use of forests located on forest fund lands, by 17.4 percent (achieving the level of 22.2 rubles per 1 ha of forest fund lands); (e) achievement of the ratio of the actual volume of harvesting to the established permissible volume of timber extraction at the level of 42 percent. III stage – (a) reduction of the share of the area of forests that have fallen out of the composition of the lands covered by forest vegetation, due to the impact of fires, harmful organisms, logging and other factors by 33 percent (achieving the level of 0.14 percent of the total area covered by forest vegetation of the lands of the forest fund); (b) forest conservation of the territory of the Russian Federation at the level of 46.6 percent; (c) preserving the area of valuable forest plantations at the level of 70.54 percent of the total area covered by forest vegetation of the forest fund lands; (d) increase in the volume of payments to the budget system of the Russian Federation from the use of forests located on the lands of the forest fund, by 28 percent (achieving the level of 24.2 rubles per 1 ha of the forest fund); and (e) achievement of the ratio of the actual volume of harvesting to the established permissible volume of timber extraction at the level of 50 percent.
