The National Aquaculture Development Plan (PNDA 2022-2032) consists of a governance policy and implementing planning to stimulate and guide the evolution of the Brazilian aquaculture sector, attracting investment and boosting the sustainable development of the activity in the country over the next 10 years. The PNDA is based on Law No. 11.959 of 29 June 2009, creating the National Policy for the Sustainable Development of Aquaculture and Fisheries, Decree 10.827 of 30 September 2021 and the Technical Report containing the Diagnosis presented by the Confederation of Agriculture and Livestock of Brazil (CNA) in 2018. The Plan is made up of specific programmes and actions, which were worked on through Participatory Planning Workshops. Animal Health Defence aims at protecting the health of aquatic animals, while biosafety focuses on actions to prevent, minimize or eliminate risks that could compromise the health of humans, animals and the environment. The way to raise production levels with sustainability is by investing in animal welfare. With the UN's 2030 global agenda, sustainability has become a key issue in the main sectors of the economy. Aquaculture is moving more actively in favour of more sustainable production systems and actions. Studies on greenhouse gases are being carried out, as well as the implementation of production systems such as the cultivation of: algae, oysters and multi-trophic systems.
