National Climate Change Action Guidelines.

This policy document is issued by the Ministry of Environment in accordance with Article 9 of the Climate Change Response Act, as amended and promulgated in 2023, to serve as the overarching policy framework for nationwide greenhouse gas reduction management and climate change adaptation efforts. The objectives are set up as: (1)Strengthen overall adaptability to climate changes, minimize vulnerability, and bolster resilience against the impacts of climate change. (2)The long-term national GHG emission reduction goal shall achieve net-zero emissions of GHG by 2050. The document emphasizes the urgency of climate action due to increasing extreme weather events and their impacts on sectors like water resources, food security, and public health. It promotes a governance framework grounded in scientific research and climate legislation, and proposes four major transformation strategies—energy, industry, lifestyle, and society—supported by 12 strategic action plans, with a strong focus on international cooperation, public engagement, and technological innovation. Adaption efforts include improving infrastructure resilience, managing water and land use efficiently, safeguarding agriculture and biodiversity, protecting coastal and marine ecosystems, strengthening public health systems, and building climate-resilient energy and industrial structures. Mitigation efforts include transitioning to renewable energy, promoting green industries, sustainable transportation, low-carbon buildings, and sustainable agriculture. Complementary policies support green finance, legal reforms, carbon pricing, and climate education. Implementation involves coordinated efforts across central and local governments, with regular reviews to ensure alignment with national and international climate goals, aiming to transform climate risks into opportunities for sustainable development.
