Tripura State Action Plan on Climate Change.

The State Action Plan on Climate Change (SAPCC) for Tripura outlines the state's commitment to low-carbon, inclusive growth aligned with India’s National Action Plan on Climate Change (NAPCC). Although Tripura is locally a carbon-negative state with over 76% forest cover, it faces significant climate vulnerabilities due to its geography, socio-economic profile, and dependence on natural resources. The state is prone to various natural disasters such as floods, earthquakes, cyclones, and forest fires. The SAPCC aims to integrate climate adaptation and mitigation into development planning for sustainable, people-centric outcomes. The plan emphasizes the urgency of addressing climate risks like erratic rainfall, water scarcity, biodiversity loss, and food insecurity. Agriculture, which supports over half the population, is highly climate-sensitive. The state also experiences soil degradation, declining water quality, and health risks exacerbated by weak infrastructure and high poverty levels. Strategic, district-level vulnerability assessments were conducted to guide interventions. Tripura’s SAPCC is structured around missions aligned with the NAPCC: 1. Energy Efficiency; 2. Solar & Non-Conventional Energy; 3. Sustainable Habitat; 4. Water; 5. Himalayan Ecosystem; 6. Green Tripura; 7. Sustainable Agriculture; 8. Health and 9. Strategic Knowledge. The key strategies include transition to combined cycle power plants, reduction in transmission losses, utilizing solar potential, promoting public transport, energy-efficient buildings, and decentralized waste-to-energy models. Further, restoration of water bodies, regulating river use, integrated watershed management, afforestation, protection biodiversity, adoption of climate-resilient crops, improved soil health, organic cultivation, addressing climate-induced health risks, disease surveillance are identified strategies. A core component of the SAPCC is the establishment of a Tripura Institute of Strategic Knowledge for Climate Change (TISKCC) to generate region-specific knowledge, facilitate interdisciplinary research, and support policy-making.
