The text provides that the Contracting Parties whose vessels have been actively fishing for bluefin tuna in the western Atlantic will iniciate a 20-year rebuilding program beginning in 1999 and continuing through 2018. The rebuilding program for western Atlantic bluefin tuna, initiated in 1999 and continuing through 2018, sets a total allowable catch (TAC) of 2,100 tons annually starting in 2007. To prevent increased fishing mortality, parties agree to prohibit the transfer of fishing effort between the eastern and western Atlantic. Adjustments to the TAC and the 20-year rebuilding period are only considered if scientific advice confirms the changes will meet the maximum sustainable yield (MSY) target with at least a 50% probability, and once the stock size reaches the MSY level, the TAC may be increased accordingly. The text further provides for minimum fish size requirements and protection of small fish, area and time restrictions and scientific research and data and reporting requirement.
