This Act sets out the full legal framework for old-age pensions. The general pension age is 67, but may be lowered to 65 for workers who are demonstrably worn down after at least 35 years of arduous physical or mental labour. Eligibility requires Danish citizenship or at least three years’ prior residence in Greenland, along with permanent residence in Greenland, another Nordic country, or an EEA state. The pension consists of a basic amount plus a means-tested supplement, which is calculated based on the pensioner’s individual or joint annual income, with higher allowances granted to single pensioners or to those whose partner is not entitled to a pension. Full pension requires 40 years of residence between age 15 and pension age; shorter residence yields a proportionally reduced benefit. The Act also establishes child allowances for pensioners with dependents, disability and health-related supplements, and economic hardship supplements under defined circumstances. Detailed rules govern calculation, annual adjustment and payment of pensions, including reduced payments during long-term institutional stays and continued payment in cases such as a pensioner’s temporary absence or death. Municipalities administer, assess applications, conduct control, and may take over pension management if a pensioner cannot handle personal finances. The law defines appeal rights, financing arrangements split between state and municipalities, and reporting duties.
