Regulation No. 29 on support for persons with disabilities.

This Regulation of Greenland's Self Government sets out a comprehensive framework for municipal obligations to support persons with disabilities. When a municipality becomes aware that a person may need support, it must carry out a broad assessment—within two months—leading to a written decision and an individualized action plan. The regulation mandates standards for case handling, development plans, periodic status reports for those in care facilities, appointment of trained support persons (bisiddere), and the provision of personal help, practical home support, meal services, and temporary respite care. It also establishes rules for assistive devices, home adaptations, special motor vehicle support (including cost coverage for maintenance and adaptations), and training, counselling, and support for both the individual and their relatives. The regulation further requires municipalities to provide employment or structured activity services for adults with disabilities who cannot access ordinary employment, including sheltered workshops or activity centres, with state co-responsibility for those in residential institutions. Municipalities must also cover necessary transport, offer up to 15 hours per month of personal accompaniment, and provide financial support for documented disability-related additional expenses. The order includes provisions on statistical reporting to the central government, appeal rights to the National Social Appeals Board, and repayment obligations when support is wrongly received.
