This Government Decision the Methodological Rules governing the development, approval, monitoring, use and termination of national tourist routes. The objectives include setting clear requirements for route elaboration and approval, diversifying tourism offers (especially domestic and inbound), ensuring public access to information on approved routes, promoting national cultural and social values, and preventing inefficient use of state budget funds for inaccessible routes. The Rules are mandatory for central and local public authorities with tourism competences, non commercial tourism organizations, and natural or legal persons seeking registration of national tourist routes. The text establishes substantive criteria for recognition as a national tourist route, including representativeness of the name and content for national and European values, a minimum share of protected cultural or natural heritage sites, and coverage of at least three second level administrative units. It sets detailed mandatory requirements for route design, including veracity of information, minimum infrastructure and visitor facilities, safety norms, environmental and heritage protection, and non discrimination and social inclusion. Each route must have a technical sheet, technological sheet, certificate for each objective, control text and individual text, with precise content requirements (e.g. itinerary, length, difficulty, infrastructure, accommodation, catering, leisure units, rest areas, tourist information centres, recommended clothing and transport, and contact details of initiator and holder). The Rules also regulate the preparation of objective certificates, including typology, access, visiting conditions, fees, photographs and bibliographic sources. Procedurally, the National Tourism Office (IP ONT) is designated as the competent authority for approval, registration, promotion and termination of national tourist routes. The initiator submits a standardized application and dossier, including technical and technological sheets, objective certificates, texts, a recommendation opinion from specified professional or academic entities, opinions from protected area and forest authorities where relevant, a route map, and a local authority opinion. IP ONT may only reject incomplete dossiers and must indicate deficiencies within 10 working days; the initiator has 30 days to remedy them. Approved routes are recognized for an indefinite period, have priority in national and international tourism promotion, and must be labelled as National tourist route in all materials. The Rules provide for annual reporting by route holders on promotion and financing, free inclusion of route information in state promotional materials, and procedures for updating information. They also regulate copyright protection, contractual relations between initiator and holder, conditions for commercial use by entrepreneurs, the procedure for route termination at the initiator’s request, and detailed rights and obligations of initiators and holders regarding access, maintenance, safety infrastructure, promotion, cooperation with authorities and landowners, and monitoring of route condition.
