This Law establishes the Strategic Plan for Integrated Urban Development (PEDUI) for the Rio de Janeiro Metropolitan Region (RMRJ). PEDUI is one of the planning instruments for sustainable urban development in RMRJ, aimed to define a set of reference elements to guide the decision-making process by the deliberative body, the State Executive Branch, and the Municipal Executive Branches. The PEDUI meets the metropolitan management objectives set forth in Article 6 of Complementary Law No. 184, of 27 December 2018: to combat intrametropolitan inequalities; seeking balance among the municipalities that comprise it; promoting equal conditions and quality of life and public services for metropolitan citizens; ensuring the integration, synergy, and compatibility of state, municipal, and metropolitan policies with regard to issues of common interest; ensuring environmental sustainability, climate resilience and the protection of common natural resources; guaranteeing social participation, transparency and social control in the formulation, execution and monitoring of metropolitan policies.
