This Regulation applies only to navigation on inland waterways and covers the following matters: requirements of soundness, competence, safety and public order, including: valid certificate of seaworthiness; issuance of professional boating license; free registration card for vessels; requirements to act as a skipper of vessels; obligation to tow away a damaged vessel or to render assistance to a person in danger in a waterway; powers of harbour master; restrictions and prohibitions regarding skippers, including: carrying animals other than dogs, cats and poultry belonging to the passengers; specific requirements for motor vessels; restrictions for participating in boat races; penalties.
