The Conservation and Management Measure (CMM 2025-13) adopted by the North Pacific Fisheries Commission establishes a Compliance Monitoring Scheme (CMS) to assess how Members and Cooperating Non-Contracting Parties implement obligations under the Convention on the Conservation and Management of High Seas Fisheries Resources in the North Pacific Ocean and related conservation measures. The scheme evaluates flag State performance rather than individual vessels through annual reporting, implementation questionnaires, and data from monitoring systems, observers, inspections, and transshipment records. The Secretariat prepares compliance reports that are reviewed by the Technical and Compliance Committee, which assigns standardized compliance statuses such as Compliant, Non-Compliant, or Priority Non-Compliant. The Commission then adopts a Final Compliance Report identifying compliance levels, repeated violations, and corrective actions, including Letters of Concern where necessary, while maintaining confidentiality for draft reports and ensuring public transparency of final outcomes to strengthen accountability in regional fisheries governance. The text contains 2 Annexes on Compliance Status Table and Obligations to be Assessed.
